For that Super Paper Mario one, it likely wasn't intended to be a Mario game.
Likely it was one of those "scrapped for our main cash maker" titles and when they originally replaced the characters with Mario ones it is likely that a certain person stepped in and said "make it more Super Mario like" so they made it 2D.
This lines up with a certain one pushing for it to be even more "Super Mario" like with the enemies being Koopalings in future games.
Why SPM doesn't really feel Mario and is mostly devoid of Mario is because it wasn't suppose to be Mario and hilariously the two faced villain could match certain ways to look at someone.
It fits with how a certain someone has been treating Mario.

There is a computer in battlefield 2042 it show a heil with guns and it can be used but it's very glitchy it's in a desert map near a city near the ocean it's never has not spawned after restarting the match
